Richard Anthoney Vernon is the youngest councillor to sit as Mayor; he holds a Master of Science with distinction from the University of the West Indies, Mona, in Development Studies - Governance and Public Policy.
Mayor Vernon has a distinguished career in business, leadership, and politics, with an impressive leadership record spanning over 15 years. A proud recipient of the Prime Minister’s Youth Award for Excellence in 2019, his work as the first citizen of Montego Bay transcends boundaries of age, ethnicity, gender, religion, and political orientation; his mantra is to “leave no one behind.”
A man for all seasons, Mayor Vernon is a leader of great magnanimity and vision for the citizenry in Montego Bay and the wider parish of St. James. He has participated in multilateral missions including the Mayors’ Conference in Medellín, Colombia (2018), as speaker and head of the Jamaican delegation at the Commonwealth Local Government Forum (2022), and as speaker at the World Urban Forum 11 in Katowice, Poland (2022), Cities Summit, Denver (2023), and the EU LAC Conference in Brussels, Belgium (2023). In June 2024, he was selected to participate in the U.S. Department of State International Visitor Leadership Program.
Most recently, he led a delegation to the 2024 China Yiwu and Zhuhai Friendship Cities and Friendly Exchanges (November 9–15, 2024), further deepening sister city relations. Through his resilience and youthful determination, Montego Bay was selected to participate in the Bloomberg Youth Climate Action Fund.
His professionalism, exuberance, and passion for excellence continue to propel him further through his many inspiring and powerful messages of hope, resilience, and empowerment.

She holds an MBA in Finance, is a Fellow of the Chartered Taxation Association, a Post Graduate Diploma in Financial Services, and is completing a DBA in Global Finance and Leadership.
With over 20 years of experience in International Tax and Finance, having trained at Ernst & Young UK, Mrs. Howe brings extensive business acumen from both public and private sector consultancy. Her expansive career includes work with local government organizations, multilateral agencies, and Fortune 500 companies such as CBS, General Motors, and Omnicom Group.
Her influence resonates nationally and regionally as she serves and chairs several high-level boards including the Airport Authority of Jamaica, National Insurance Fund, and St Ann’s Bay Hospital. She is also Chairman of Bamboo Primary, Vice Chairman of Oracabessa High School, and chairs the Risk and Resilience Committee of the Port Management Association of the Caribbean.
An avid skier, Mrs. Howe extends herself to volunteerism, youth mentorship, and community service while maintaining a passion for yoga, reading, and music.

With over 20 years of experience at JAMPRO, Mrs. Cox’s visionary leadership and unwavering dedication underpin JAMPRO's mission to promote and facilitate exports, investments and linkages to foster Jamaica's economic growth.
In addition to leading the country’s promotional programmes for export and investment across multiple sectors, Mrs. Cox also leads transformative national programmes including the National Competitiveness Council (NCC), the Jamaica Nation Brand initiative, and the Jamaica Business Gateway (JBG)—all focused on enhancing Jamaica’s efficiency and positioning in the global competitive landscape. Previously, she also led the development of the country’s first National Investment Policy and several initiatives to drive the reform of Government and make it easier to do business in Jamaica. In addition, she has extensive experience in policy advocacy, strategising to remove roadblocks to exports and investments, research and packaging of business opportunities, and coordination of partnerships between the public and private sectors to drive improved business outcomes.
She holds a Masters’ of Arts in Development Economics and holds certification in change management and mediation, along with training in project management as well as finance and estate planning. Serving as the Chief Executive Officer at the Jamaica Special Economic Zone Authority (JSEZA) since November 1, 2023, Kelli-Dawn brings a decade-long track record of excellence in driving organizational success and fostering economic growth.
With her previous role as Director of Investor Relations and Communications at the JSEZA, Kelli-Dawn demonstrated her prowess as an investment facilitator, playing a pivotal role in attracting investments and enhancing communication strategies.
Prior to her tenure at the JSEZA, Kelli-Dawn honed her skills at the Jamaica Promotions Corporation (JAMPRO), where she contributed to special projects, research, business development, and capacity building—specifically in the services industry and investment promotion. As a certified Services Go Global Trainer, she has been a catalyst for entrepreneurship across the Caribbean Region, empowering local businesses to expand their market base and access overseas markets.
Recognized for her adept project management skills, Kelli-Dawn has successfully coordinated and implemented numerous national initiatives, contributing to the advancement of a range of sectors in Jamaica.

Dr. David F. Lowe is the Managing Director of the Development Bank of Jamaica (DBJ), where he leads the institution’s mandate to drive sustainable economic growth through development financing, entrepreneurship support and strategic financial initiatives. He is a seasoned executive, investor, and corporate finance professional with over 25 years of experience across private equity, financial services, agriculture, manufacturing and real estate development.
Prior to joining DBJ, Dr. Lowe served as CEO of Katalyst Holdings Limited, an investment advisory firm, and as CEO of Caribbean Producers Jamaica Limited, a US$150 million food service distributor listed on the Jamaica Stock Exchange. He also held senior roles in global management consulting, including as Senior Strategy Consultant at Accenture, advising Fortune Global 500 clients in Australia and Singapore.
In addition to his extensive background in the private sector, he has served on several public sector Boards in Jamaica and as a senior advisor, playing a key role in policy development and strategic initiatives within the Ministries of Industry, Investment and Commerce, and Agriculture.
Dr. Lowe holds a Ph.D. in Finance from the University of Manchester and has completed executive programmes at the Wharton School, University of Pennsylvania.

Kareema Muncey is the founder and CEO of Home Choice, a Jamaican food manufacturing company best known for its signature pepper shrimp. Starting with just US$50 and a vision, Kareema turned a small idea into a household brand, now carried in over 3,000 stores locally and internationally.
A proud Jamaican Muslim, whose ancestors came here over 180 years ago, Kareema built her business on the principles of faith, hard work, and self-reliance. She launched Home Choice without loans, relying instead on reinvestment, community-based partnerships, and disciplined saving. She has navigated decades of challenges including theft, larger companies benchmarking her products, and supply chain issues—all while expanding her product line to include lime juice, ginger extract, sorrel extract, and ginger beverages, just to name a few.
Under her leadership, Home Choice now exports to the US, UK, and Canada, and employs over 80 staff.

Born in Caracas, Venezuela from Colombian and American parents, Erick grew up and went to school in Maracaibo. He holds a Bachelor’s in Business Administration from the Rafael Urdaneta University and a Master’s in Business Administration (Marketing) from the Rafael Belloso Chacín University. He is a result-driven senior management executive with multifaceted experience in sales, marketing, distribution, and manufacturing. With over 25 years of leadership, Erick has a distinguished track record of excellent results and has managed a variety of businesses, representing global brands as a strategic manager.
Erick began his career as an Export Logistics Supervisor for the mineral coal division of PDVSA, Venezuela’s state oil company, where he managed commercial activity for sales to Europe and North America. After moving to the United States, he joined Komatsu Construction and Mining Equipment (Japan) as Parts Sales Manager for Latin America, where he achieved a 30% sales growth in two years. He later worked with Oshkosh Corporation, responsible for Caterpillar products in Latin America, capturing more than 50% market share in Telehandlers and Access equipment.
Today, Erick serves as the General Manager for JCB Caribbean, responsible for a portfolio of 300 products across 34 territories including the Caribbean, Guam, the French Caribbean, Puerto Rico, and parts of South America. The portfolio includes Construction, Agriculture, Industrial, Power Generation, Government, and more. JCB is the 8th largest construction equipment manufacturer in the world by revenue and third by number of machines built.
Beyond business, Erick has been an active member of the International Baha’i Community for over 25 years, serving on boards for community activities including development, education, and literacy programs. He lives in the Fort Lauderdale area in South Florida with his wife and children.

Dr. Carey Wallace is a true visionary whose passion for building positive mindsets and creative expression has made him a driving force in the island’s cultural landscape. Rooted in the vibrant heritage of Jamaica, he champions the power of art, fashion, and individuality as tools for empowerment, inspiring citizens to build confidence and authenticity.
With an unwavering belief in the potential of Jamaican talent, Dr. Wallace is often seen inspiring the team at the Tourism Enhancement Fund, a successful agency which he leads as the Executive Director. He has dedicated his over 25-year career in local tourism by playing a leading role in the execution of innovative programs, nurturing creativity and providing platforms for self-expression—elevating local voices and unique skills onto the global stage.

On July 1, 2016, Dr. Wayne Henry assumed duties as Director General of the Planning Institute of Jamaica (PIOJ). Prior to joining the PIOJ, he spent five years as Vice President, Government Affairs of the Scotiabank Group, served as Chief Technical Advisor to the Minister of Finance, as well as Special Advisor to the Minister of Agriculture. He previously worked as the World Bank Representative in Jamaica, and spent several years as a Lecturer in Economics at the University of the West Indies (Mona Campus).
He is currently the Chairman of the Jamaica Social Investment Fund (JSIF), Chairman of the National Social Protection Committee, a member of the National Disaster Risk Management Council and the National Foreign Trade Council. He is a Justice of the Peace and a Lay Pastor in the Methodist Church in Jamaica.
In August 2021, he was conferred with the Order of Distinction in the Rank of Commander (CD) by the Government of Jamaica for Outstanding Public Service in the Development of Jamaica’s Sustainable Development Policies.
Dr. Henry holds a PhD in Agricultural and Development Economics as well as an MA in Economics from the Ohio State University, an MBA (Hons) in Finance from Howard University and a BSc (Hons) in Economics and Management from the University of the West Indies. Errol Barnaby serves as the Acting Chief Executive Officer at The National Export-Import Bank of Jamaica (EXIM Bank Jamaica), bringing over 20 years of experience in finance, export development, and promotion. He was promoted to Acting CEO in April 2023 after serving as General Manager of the Finance Division.
Before joining EXIM Bank, Mr. Barnaby held the position of Financial Controller at the Jamaica Promotions Corporation (JAMPRO). He holds a Master’s in Business Administration (Finance) from the Manchester Business School, in collaboration with the Universities of Manchester and Wales, and a Bachelor of Science in Management Studies from the University of the West Indies.
A Fellow of the Chartered Management Institute (UK) and a Chartered Business Administrator (Canada), Mr. Barnaby also earned a Certificate in Government Accounts and Financial Management from the INGAF – Jawaharlal Nehru University, New Delhi, India.

Winston Lawson hails from Kingston, Jamaica. He has provided leadership, strategy development and execution at senior and executive levels across Retail, Commercial, Corporate, Investment and Development Banking.
He currently leads the Trade and Commercial Lending Division at the National Export-Import Bank of Jamaica (EXIM Bank), in his capacity as General Manager. Prior senior leadership roles include Head, Regional Sales at Barita Investment Limited, Assistant General Manager Corporate Banking Division and various Headquartered Units and Branches at the National Commercial Bank Jamaica Limited.
Mr. Lawson, a confirmed Moravian, is a past President of the Montego Bay Chamber of Commerce as well as the Manchester Chamber of Commerce, and Past Deputy Chairman of the Jamaica Bauxite Institute and Past Chairman of its Finance and Audit Committee. He has also served as Past Chairman and Director of various Jamaican school boards and as a past President of the Rotary Club of Mandeville.
He is an avid football fan and also enjoys reading. He is married to Camille and has two daughters.

Colonel (ret’d) Jaimie Ogilvie joined the Jamaica Broilers Group Ltd in 2018 and currently serves as Vice President for the Hi-Pro Division, after completing 30 years of service in the Jamaica Defence Force. The last 12 years of his service in the JDF saw him in roles at the operational and strategic leadership levels of the Force, including having responsibility for coordination of Force Operations and Training and being the Principal Advisor to the Chief of Defence Staff on these matters, as well as managing International Military Relationships and Force Sporting Activities. He also served in operational deployments to both Haiti (1995 and 2010) and Dominica (2017) in peacekeeping and disaster relief capacities.
During his time at JBG, he has led the Hi-Pro Division, Jamaica’s leading agricultural input supplier, through the Covid-19 pandemic (2020–2023), streamlining business operations and consistently growing the revenues and profitability of the Division, while supporting various stakeholder groups within the agricultural sector and developing and empowering talent internal to the Company.
He has served on the Board of Directors of the National Institute of Sports (2012–2016), the Jamaica Civil Aviation Authority (2014–2016), the Jamaica Chamber of Commerce (2018 to present), and has served as a Lay Magistrate/Justice of the Peace since February 2011. He was appointed to the Order of Distinction (Officer Class) in 2018 and was named as the Jamaica Chamber of Commerce All Star Awardee (2024).
Whilst serving in the JDF, he completed his Bachelor of Science (Hons) in Accounting and Management at the University of the West Indies, Mona (2000), along with three postgraduate degrees from the Naval Postgraduate School in Monterey, California (2005), the US Army Command and General Staff College, Fort Leavenworth, Kansas (2007) and as a Distinguished Graduate of the United States Army War College in Carlisle, Pennsylvania (2017) where he read for a Master of Strategic Studies. He is also a graduate of the Government of Jamaica’s Management Institute for National Development (MIND) in 2012 where he completed a Postgraduate Diploma in Public Sector Senior Management.
Jaimie is married to Joanna, and together they have five children. He is an avid sportsman and sports fan, and enjoys reading, travelling and a good game of scrabble.

Dr. Gavin Bellamy attended Excelsior High School between 1974 and 1980, then attended EXED Community College. On completion he travelled to Tampa, Florida (St. Leo College) and obtained a BA in Pre-Veterinary Medicine. Gavin returned to Jamaica in 1996 where he worked as Customer Service Manager at the Jamaica Livestock Association Ltd. In 1998 he received a scholarship to study veterinary medicine in the Soviet Union. This started with a one-year programme where he learnt the language and became fluent by the end of his tenure.
On completion he travelled to the Ukraine and attended Kharkov Zoo Veterinary Institute where he graduated with a DVM (Hons) and an MSc in reproductive physiology. He was also accredited as a teacher and translator of the Russian language. On completion he returned to Jamaica and was registered to practice veterinary medicine. His career as a vet began at the Hope Veterinary Hospital where he practiced for two years.
In January 2021, Dr. Bellamy assumed his current role as CEO of the National Fisheries Authority, an agency under the Ministry of Agriculture, Fisheries and Mining. Before that, he served as General Manager at Serge Island Farms Ltd, from 2016 to 2020, a subsidiary of the Seprod Group of Companies, and earlier, he worked as a Regulatory Veterinary Specialist with the Government of Jamaica from 2007 to 2015.
Gavin is also a Justice of the Peace, served as a Lay Magistrate, and holds directorships on several boards. He is married to Catherine, since 1999, and together they have two adult children.

Kilara Suit serves as Senior Agriculture Specialist for Haiti and Jamaica at the World Bank Group’s Department of Agriculture and Food, within the Latin America and Caribbean region. Based in Kingston, Jamaica, she leads initiatives to strengthen food and nutrition security, champion climate-smart agriculture, and promote integrated landscape management.
Kilara brings a broad perspective from her previous work with the World Bank’s Climate Change and Trade & Competitiveness Global Practices, as well as her earlier experience supporting agricultural development in Africa. She holds a master’s degree in Political Economy of Development and a bachelor’s degree in Development Economics from SOAS, University of London.

Latoya is an Agricultural Communication Consultant, a seasoned public relations practitioner, and co-founder of LAE Farm Ltd., where she primarily grows yellow yams, Scotch Bonnet Peppers, and other crops.
She uses her communication expertise to raise visibility for local producers and promote collaboration through farmer groups and cooperatives.
She also serves on the Project Advisory Committee for the Sustainable Agriculture in the Caribbean (SAC) project led by the World University Service of Canada (WUSC).
A 2024 YLAI Fellow and pitch competition finalist, she is also an experienced event organiser and event moderator.

She currently serves in the Ministry of Agriculture, Fisheries and Mining, providing leadership on trade policy, market access, international cooperation, and strategic initiatives that enhance the competitiveness and performance of Jamaica’s agricultural, fisheries, and mining sectors.
As a senior trade official, Ms. Darby leads and coordinates Jamaica's representation in high-level negotiations and forums within global platforms such as the World Trade Organization, United Nations, and the Caribbean Community (CARICOM). Her advocacy spotlights the challenges and opportunities facing Small Island Developing States (SIDS), particularly in food security, climate resilience, sustainable trade, and agricultural financing. She also guided the development of the CARICOM Regional Youth in Agriculture Strategy, which provides an innovative framework to connect and empower young people across the Caribbean to engage with agriculture as a modern, dynamic, and economically viable industry.
Holding a Master of Laws (LLM) in international law and bringing over a decade of experience with international organizations and diplomatic missions, Ms. Darby is recognized for her diplomatic skill and commitment to leveraging trade for sustainable development.
